The Southern Bombers have advanced to the penultimate week for the third year running despite scratchy form which has seen them win just twice in their past six outings.
Winter's men lost convincingly when they last met Launceston in round 16, but beat the Blues twice before that and have a track record of winning preliminary finals.
MORE FOOTBALL: Sam Lonergan back in AFL fold
"I think we've got the best team," Winter said.
"We're probably not playing the best footy which is something I've got to fix up in a pretty short period of time to get them right, so we'll try a couple of different things.
"We might even have a different look in the midfield this week."
The Southern Bombers made two changes to the side that fell to North Launceston last weekend, with gun defender Josh McGuinness named to return from a hamstring complaint and Mitch Anderton back from suspension.
Skipper Bryce Walsh received stitches for a knock to the ear but will be fine to take on a Blues midfield that his coach has previously labelled the TSL's best.
"I think they've got stars all through their team," Winter said.
"I think [Blues coach Mitch Thorp] has turned them around a fair bit - they were pretty predictable last year and they're certainly not that this year.
"They seem better-drilled this year and they're harder to play against and there's a lot more thought going into the opposition.
"They certainly did a number on us at Windsor Park in the last game we played them so we've got our work cut out to get over them."
Launceston made just one change as it chases its first grand final appearance since 2012, recalling fit-again Jack Donnellan for young gun Toby Lucas (concussion).
Donnellan's inclusion will give the Blues an extra hit of grunt and tackling pressure for a clash set to showcase two of the league's toughest midfields.
"They'll be super motivated and so are we, so it leads to a cracking contest around the ball," Thorp said.
"[We're] two midfields that are pretty strong and aggressive so I think that'll be a pretty good spectacle in and around the footy."
Thorp said his side would be as determined as ever to taste victory despite already exceeding pre-season expectations.
"There's been a lot of hard work go in since November and the boys to their credit have been extremely coachable and really determined to make this season a positive one," Thorp said.
"Now we're into a prelim we're really desperate to make sure we start the game well and hopefully come away with the win and make a grand final."
Saturday's game will take place at Bellerive Oval at 2pm, with the winner to meet North in the grand final.
