Ms White has discussed with the media Ms Hickey's leaked confidential submission to the Tasmanian Industrial Commission in which she argued for an increased loading for the position to reflect the workload.
Under parliamentary standing orders, a member cannot reflect on the speaker's role inside or outside Parliament.
In a statement before Question Time, Ms Hickey labelled Ms White's actions "highly disorderly".
She had written to Ms White last week and demanded an apology.
Ms White said she accepted under parliamentary conventions, Ms Hickey could not defend herself against the comments made and withdrew the comments.
