The framework is aimed at practices that allow for a diverse selection of community views to be reflected in council matters.
The new consultation framework covers council issues such as allocation of resources for projects, building alterations or closures as well as facilities or items that significantly affect the environment or liveability of the municipality.

General manager Shane Power said the council aimed for an effective public consultation that will incorporate and seek views of the diverse community of the area.
"We will adopt initiatives to ensure that people from minorities or disempowered groups are also heard when conducting public consultation to ensure that our engagement process is all inclusive," he said.
Residents will have until October 8 at 5pm to submit feedback on the proposed framework.
