The proposal, from Launceston gasworks site owner and developer Ross Harrison, aims to build on previous development of the state heritage-listed site which includes the centralised TasPort buildings and Hogs Breath Cafe restaurant.

A combination of permanent, leased and public parking bays would make up the 290 spaces across the seven levels.

Also proposed, on a separate application, is a six-level building to be constructed within the circular gasworks structure. The ground level would contain a cafe, with the middle four floors to host a new art gallery.

That building's top floor would feature a restaurant with views across the city.

"It is a fantastic heritage site for the city," Harrison Group business manager Scott Towns said. "The gasworks site has so much to offer."

With the proposed University of Tasmania expansion opposite the gasworks on Willis Street, which would see about 150 parking spaces disappear, Mr Towns said there was an opportunity to create a "wonderful link" to Launceston's heritage.

Mr Towns said it was hoped engineering work could begin as soon as September, pending council approval, with the car park operational by mid to late 2020. Construction on the art gallery building would be expected to start toward the end of that process.

The development applications are set for public advertisement from Saturday.
