Martin Gill will leave the council on September 20, after resigning last month.
A move to Victoria is on the cards, to take up a position with Queenscliff Council.
Mr Gill has been at the council for the past seven years, with three of those as general manager.
Before being appointed as general manager, he was the development services director.

He said he is sad to be leaving the council, and values the people he has met and the connections he has made.
A desire to be closer to family and a unique opportunity in Victoria are the reasons behind the move.
It is expected the director of corporate services Jonathan Harmey will take on role until a new general manager is appointed.
The council will vote on the recommendation at its meeting on Tuesday.
Mr Gill will start his new role in October.
