On Thursday, the City of Launceston council withdrew the plan to give King Wharf Developments $1m to build a link road behind North Launceston Bunnings.
The proposal will be further workshopped by the councillors.
King Wharf Developments is partly owned by Launceston developer Errol Stewart.
The council was recommended to approve a request to build a link road between Gleadow and Lindsay streets.

The plan would have formed part of the Invermay Traffic Masterplan, that is also yet to be approved.
The council's meeting agenda said the requirement for the new link road was well-received during the community engagement and is considered necessary to support current developments.
The council bought the land off the developers in 2018 to build the road. But decided it would be more appropriate for the developers to complete the works to "provide the best outcome".
