As a former world champion in the women's four, Hawe was expected to make the cut but the selection is a major promotion for Nesbitt who, by stepping up from the lightweight women's single to the double, has earned herself a spot in an Olympic class.
Nesbitt, 27, whose best previous world champs result was a silver medal in the lightweight four in 2017, will team up with Sarah Pound, of NSW, while Victorian Alice Arch will row the single.
Hawe, 32, whose previous world championship campaigns in the four yielded gold and silver medals in 2017 and '18, will team up with South Australian Olympia Aldersey and Victorians Katrina Werry and Lucy Stephan.
A year after claiming a bronze medal in the women's eight, Tamar's Ciona Wilson, 27, has been named as a reserve.
The regatta will be held on a purpose-built venue adjacent to the Danube in Linz-Ottensheim from August 25 to September 1. Australia will be competing in 18 boat classes.
