The City of Launceston council have investigated the circumstances surrounding the wall, which was knocked down on Tuesday despite a DA before the council stating it wouldn't be.
General manager Michael Stretton said the council had discussed the issue with the property owner and their appointed building surveyor, confirming there was no breach of the planning scheme.
"The council can now confirm that sections of the wall were demolished in accordance with the emergency work provisions of the Building Act 2016, and that the requisite paperwork has been submitted to the council's building permit authority, as required under the Act," Mr Stretton said.
"As it is emergency work under the building Act, the council is in receipt of legal advice that the work is exempt from requiring any approval under the council's planning scheme."

The property's owner Kristi Seymour maintained the wall, which was not heritage listed, would be re-built with the original bricks.
Four of the original pillars have also been retained.
Mr Stretton said the council was advised of Ms Seymour's intention to reinstate the removed sections of the fence, using the original bricks as a facade.
"The council also understands a sufficient quantity of good quality bricks have been salvaged to achieve this outcome, notwithstanding the fact that many of the bricks removed this week were already broken or in poor condition," he said.
"Given the wall was not heritage listed, it's a matter for the property owner to progress the reinstatement, like for like, in line with the clear intentions they've signalled to the Launceston community."
Mr Stretton said the council would work with the property owner on the reinstatement process to ensure it occurred "as soon as possible", adding it would consider heritage protection provisions for the original and replaced sections of the wall, under the new planning scheme.
