A code of conduct complaint against councillor Rodney Synfield was upheld by the review panel after he continually harassed a female council staff member.
As a result of the complaint, the panel sanctioned him to attend at least three, and up to five, emotional intelligence training sessions by August 9 and to be concluded by September 30.
The council's general manager Martin Gill said the training would not be started by the date, but the panel have cleared it. The training will still be completed by September's end.
"Following that we're hoping the behaviour will be modified and there is a understanding of why the training is required," Mr Gill said.
Modifications have been made to the employee's work. Mr Gill said he is concerned about the message that sends to victims.
"It's important that we do have a good working relationship with the councillors. There are other councillors around the table that do have a good working relationship with the staff. Hopefully we can rebuild that with the other councillor," he said.
IN OTHER NEWS:
It is unknown if other councillors plan to put forward a motion of no confidence at Tuesday's meeting.
Local Government Minister Mark Shelton said he was aware there was a code of conduct panel investigation, but does not know the details presented to the panel.
He said it would be inappropriate to comment on whether Cr Synfield should step down because the panel is independent.
"At the end of the day, I'm not involved in that process," he said.
"It's an independent panel and they have the jurisdiction to investigate these things and to enforce the penalties. I believe that's been done and it's not appropriate for me as minister to override that process."
