When announcing his decision to the Legislative Council on Tuesday, Mr Gaffney said since the inquiry started, two major entities in the AFL space have been instigated and financially supported by the government.
"It appears to me ... the government has already determined a course of action, which is their right, however we need to ask - why do we need to continue with the Legislative Council Inquiry?" Mr Gaffney said.
"To me, there is no need and it is an unnecessary burden on the committee staff and the Legislative coffers."
Mr Gaffney said his second concern was reasonably self-evident, with the committee only receiving six submissions by its original deadline.
"I do thank the six people who forwarded their submissions, [however] only two of those submissions actually addressed all the terms of reference," Mr Gaffney said..
"It would have been difficult to glean any conclusive evidence from a total of 57 pages of writing."
Even with the deadline for submissions extended, and now a total of 14 submissions received, Mr Gaffney said there was still not enough evidence submitted.
Mr Gaffney said, while he understood the importance of committees, they could be time consuming and expensive.
"Even to advertise a Legislative Council Committee Inquiry and Terms of Reference in Saturday's three regional papers is, I have been informed, over $5000," he said.
"We have advertised the AFL Committee Inquiry twice.
"For the inquiry to continue is a waste of funding and staff time and the money could be better spent elsewhere."
