"We are on that path and we hope by the end of this year we can announce the team," NBL owner Larry Kestelman told The Examiner.
"There is a lot of work to do between now and then. There's already a lot of work in the background, a lot of different pillars to making it happen, but we're now very confident that it'll happen."
That could give Tasmanian side less than 12 months to prepare for a season tip-off.
"It will be probably tight - we will try. So it will be for the following season or the season after that," he said.
But the NBL could take ownership should Kestelman not find the "right owner".
