Murchison Independent MLC Ruth Forrest will move the motion to be debated in the upper house when Parliament resumes this week.

Labor Franklin MHA Alison Standen said Labor would consider the detail and merit of any motion or bill regarding pill testing introduced in Parliament.
"Labor supports evidence-based harm minimisation strategies in the area of pill testing," Ms Standen said.
"Let's wait and see. Let's look at the motion or the bill.
"It's important for us to consider harm minimisation strategies that have a chance of being implemented and impacting illicit drugs in the community."
Ms Standen said Labor had not previously supported a motion calling for a pill testing trial introduced by the Greens because it had been rushed and "ill-considered".
"We weren't satisfied at that stage that it has been properly consulted and based on evidence," Ms Standen said.
On Saturday, Health Minister Sarah Courtney said the government maintains the position that it does not support pill testing.
Parliament will resume from the winter break on Tuesday.
