The comments included: "There is clearly massive scope within the middle and upper management levels of the public service to reduce the number of staff as many of the public servants in these roles, in all honesty, do not have a real job."
"Their only contribution is to slow down process and put barriers to progress in order to justify their jobs," Cr Howard wrote, in reference to the state government's cut of $450 million over four years to the public service.
Dorset resident Karl Willrath said the comments were disrespectful to public servants and asked the Mayor to release the full letter, which he did, attached to the June 24 meeting agenda on the Dorset Council website.
Cr Howard said he wrote the letter in response to multiple letters from Ms White that was "playing politics", and "untrue and a gross misrepresentation" regarding cuts.
