Renewable energy company Epuron are behind the proposed development.
They plan to set up turbines on properties at St Patricks Plains, 10 kilometres south of Miena.
"These ridges have strong wind speeds and are currently used for forestry plantation operations," the proposal says.
"There are relatively few residences in the area which means the potential for noise and other impacts to residences are minimised.
"The site is ideally located as it has strong and consistent wind speeds, a very strong powerline capacity on site, and good buffers to nearby dwellings."
The project is separate to the recently built 49-turbine Cattle Hill Wind Farm.
Epuron said the farm will support Tasmania becoming the battery of the nation.
