The facility will serve as both a retail business as well as pet adoption and consultation hub.
RSPCA Tasmania chief executive Dr Andrew Byrne said it was important to have a physical presence in Launceston once more.
"We want to create a place where anyone and everyone can come and connect with the RSPCA and all it does whether it be adoptions, campaigns or animal welfare in general," Dr Byrne said.

Both Dr Byrne and store manager Lauren Chenhall recently visited RSPCA stores in Queensland to learn how they use their spaces.
"They have massive shops ... we've come back with a whole lot of ideas," Dr Byrne said.
"It was definitely a great experience," Ms Chenhall added.
"I loved it, to be honest I was more excited to come back home and utilise it down here and have the vision of what I want to do with this space."
The store will host a grand opening on Saturday, July 6 from 10am until 3pm that's open to the public and includes discounted microchipping as well as flea and worm treatments and opportunities to adopt some adorable kittens and cats as well.
