Mr Grose was responding to comments made on Wednesday by Tourism Industry Council Tasmania chief executive Luke Martin.
Mr Martin said Launceston needed a 'winter activation plan' to capitalise on the tourism boom in the South, spurred on by the popularity of Dark Mofo.

Despite the work of the Cool Season Events Collective, a partnership between Tourism Northern Tasmania (TNT), City of Launceston, Events Tasmania, City Prom and the Silverdome, Mr Grose said "we need to see faster progress on developing ideas" to make Launceston a more attractive place for tourists in the winter months.
"Talking to a few of the big hotel operators today, they said it's pretty quiet [at the moment]," he said. "Talking to retailers, general retailers, [they say] it's a pretty typical Launceston winter and that it would be good to have a lift."
"We'll see a lift next weekend when we have Hawthorn here for another [AFL] game.
"But we have to start leveraging those lifts into something more consistent."
Mr Grose said Launceston needed an event "on a broad scale", one that could become a "national drawcard".
But he cautioned against efforts to simply replicate Dark Mofo.
TNT chief executive Chris Griffin acknowledged that Launceston didn't have a "big bang" event.
"But our focus on feeding a constant pipeline of events onto the calendar is making a big difference to the local economy across all 26 weeks of our cool season," Mr Griffin said.
City of Launceston mayor Albert van Zetten said Launceston had been successful in attracting and developing a number of events in the city since the Cool Season Events Collective was formed in 2017.
"During the 2019 cool season alone, the region will host Miss Teen Australia, the AFL Under-15 tournament, the Tasmanian leg of the Australian Rally Championships, and the Australian Karate Federation National Championships," Cr van Zetten said.
