The 26-year-old departed Windsor Park at the end of 2018 to join NTFA division one outfit Meander Valley, where he kicked 34 goals in seven games including a bag of 15 against Old Scotch.

But a desire to be reunited with Blues coach and good mate Mitch Thorp has seen the 2013 TSL premiership star completed a return to Launceston just two days out from the NTFA's player movement cut-off date.

Riley said he was pleased to sign a two-and-a-half year deal, which will keep him tied to the Blues until the conclusion of the 2021 season.

"I am just really looking forward to playing under Mitch again," he said.

Riley was the Blues' second most prolific goalkicker in 2018, slotting 20 goals from 19 games including three in a semi-final loss to Lauderdale.

The former Tassie Mariner and draft combine attendee won Devonport's best and fairest in 2016 and finished runner-up in 2017, and has also spent time at Deloraine, North Launceston and South Launceston.

Riley is set to wear 88 in his return to Windsor Park, having worn Grant Holt's number two last season.
