De Gruchy was 18 when he committed the murders that occurred in his family home while his father Wayne was away in Sydney on business.
On June 6 the Parole Authority of NSW signalled "an intention" to grant parole to De Gruchy after serving 23 years, making the serious offender's bid for release one step closer.
His father lives in Tasmania, and in previous parole attempts it became clear that De Gruchy would apply to live with his father, who has always supported De Gruchy, and step-brother in this state while on parole.
But the Tasmanian state government, which has considered the options in a previous parole attempt by De Gruchy, has now indefinitely ruled out that possibility.
"An application to have Matthew De Gruchy's parole transferred from New South Wales to Tasmania has been denied by the Department of Justice after consideration of [legislation]," a justice spokesman said.
The convicted teen killer, now 41, maintained his innocence on appeals, which he took all the way to the High Court.
He was eventually sentenced to a maximum 28 years in prison, with non-parole of 21 years.
NSW Crown Solicitors Office's Katrina Curry was quoted last week expressing concerns about De Gruchy's release, which related to a lack of support for him in the NSW community.
"The support [from] his father is limited given that he [father] does reside in Tasmania," Ms Curry said.
"A letter from his father indicates that he is willing to come to NSW for an indefinite period of time, but the state submits that that is obviously limited and will have to come to an end at some point."
The killer was convicted of the 1996 murder of his mother Jennifer, 41, who was found dead in her bed, his sister Sarah, 13, who was also found in her bed, and his brother Adrian, 15, who was found in the garage.
All had significant wounds to the face and head, presumed to be made with a jack handle or wheel brace, while Adrian was doused in petrol.
The bodies were "discovered" and called in by De Gruchy the next morning, who has always maintained he was with his girlfriend and did not commit the murders.
But a sports bag containing items from the house, including a note with De Gruchy's handwriting and pieces of carpet that were cut from the home, were found several weeks later.
On the note was written a list which included "knife 1", "have shower", "hit arm with pole" and "hit leg with pole".
Small blood stains, which were De Gruchy's blood, were also found at the murder scene.
A detective from the case has previously told media that whatever made De Gruchy snap and kill his family could not be ruled out from happening again.
