Polytunnels, a site office, pump shed, cool room, crib room, amenities block and a number of storage containers are proposed for the expansion.
Two representations were received about the proposal. Concerns about the safety of the intersection of Cassidys and Mole Creek roads were raised, along with the bushfire risk, stormwater management and visual impacts.
However, the council said no conditions were recommended to be implemented.
The council said the proposal is consistent with the zone's purpose.
"It is for the provision of a primary industry use and will not constrain or conflict with other primary industry activities in the area. Agricultural enterprises also make a substantial contribution to the local economy," the council said.
A final decision will be made at Tuesday's meeting.
