Local Government Association of Tasmania president Chipman said the government had been promising a state waste action plan for more than two years.
"With this Action Plan due to be delivered in June, we would have expected to see funds to support its implementation," he said.
"Through LGAT, councils are considering waste issues at a strategic state-wide level. What is needed now is a clear direction and investment by the State Government."
The announcement of additional resources for the state government's planning reform agenda was welcomed by LGAT.

Mr Chipman highlighted the work local councils and the government had been doing with the reforms. He said a large body of work had progressed, but there was still more to do.
At the state budget last week, the government announced additional funding of $500 000 per annum would be provided to assist with the achievement of government planning reforms and planning priorities.
These priorities include government election commitments for the Tasmanian Planning Scheme, related planning reform agenda, other government initiatives for reforms in short stay accommodation and affordable housing land release, and Hobart City Deal activation support.
"[The] announcement of additional resources for the Planning Policy Unit is very welcome as now the remaining work can be appropriately resourced, allowing the critical missing pieces of our planning system to finally be put in place," Mr Chipman said.
The state government was contacted for comment.
