About $4.7 million, of the $7.6 is expected to be spent on roads. Nearly $4 million will be spent on renewing roads, with $1.7m worth of new roads to be constructed or upgraded.
The council approved the budget at its meeting last week.
Councillors Susie Bower and Frank Nott voted against the budget.
"I support the Capital Works Program in principle, but I am not prepared to lock council into a position with the capital budget until we have the opportunity to be presented with the operational budget which we will not be receiving until late May," Cr Bower said.
Cr Bower attempted to move a procedural motion to defer the capital works budget for consideration alongside the operational budget, but it did not get support.
The original motion passed seven votes to two.
