As a result, land neighbouring the Bass Highway could be divided into seven lots, along with five units built at Prospect Vale.
The seven-lot subdivision would made into rural lots and built at 154 Bishopsbourne Road at Carrick. Motorists on the Bass Highway would look down onto the land, located just before the turn off to Oaks Road.
Nearly 49 hectares of land would be developed, the application said.

The smallest lot would be about two-and-a-half hectares, with the largest more than four hectares.
"It is also proposed to create a new cul-de-sac road and junction off Bishopsbourne Road. The new road will be constructed to a rural standard and will be located to the south of an existing drainage channel within the site. It will provide frontage to all the proposed lots," it said.
In a separate application, the council will also consider a proposal to construct five units at 1 Vale Street at Prospect Vale.
The project is expected to cost $1.2 million.
Three existing outbuildings will be demolished, but one dwelling will remain.
The development application said the units would actually improve the southern neighbouring properties sun because the existing car port building and garage will be demolished.
The five units will all be two bedrooms with a master room ensuite.
In a traffic impact assessment said the development would generate a "relatively small" amount of additional traffic beyond current levels.
The development proposes to include 14 spaces, with two per unit.
"A total of 12 spaces are accessed via a new combined entry-exit driveway at the southern site boundary whilst 2 others are direct off Vale Street," the development application said.
Both of the development applications are open for comment until Monday, June 3.
