Concerns about traffic and water runoff were raised as issues by councillors and representors, however, it passed with all councillors' support, except Tim Walker.
A resident of Mount Pleasant Estate, Martin Hudson, spoke against the development, which had three representations.
"I've seen the impact developments of this size have on the area," Mr Hudson said.
He said the proposed development is bigger than the one he currently lives in, with the increased traffic expected to adversely impact on the life of residents at Youngtown and Kings Meadows.
David Boarder, who has lived in Victoria Street for more than 40 years, also spoke against the development. Mr Boarder said the proposal needed to be considered with other planned projects in the area.
The planned projects include 300 land lots in total currently in the works within the Victoria Street area.
Mr Boarder asked the council if it was possible to open the Raglan Street roundabout to construction vehicles only to stop them going passed the already developed area. However, the roundabout is owned by the Department of State Growth.
Councillor Paul Spencer welcomed the development, saying he knew the developers do great work. Councillor Janie Finlay said the proposal was complex.
"But there has been a lot of consideration for this item and it's reasonable to be approved," she said.
Councillor Hugh McKenzie asked for the impending landscape plan to ensure the area would be visually appealing into the future.
Growth Developments director Jason Sherriff said he was extremely happy the $80 million project was approved. He said there were some challenging aspects to overcome.
Works are expected to start soon, with a number of buyers waiting to look at the land. It is expected that the blocks will be released for sale next week.
