"There is currently a letter doing the rounds from (Prime Minister) Mr Morrison trying to scare recreational fishers with lies," Mr Shorten said in an open letter to commercial and recreational fishers.

"Our (recreational fishing) policy is better than the Liberals' in every way.

"And that's why Scott Morrison has been lying about Labor and recreational fishing.

"In truth, there are no impacts on recreational fishing in waters adjacent to the Tasmanian coastline from marine parks under Labor's plan.

"There is no impact on Tasmania's coastal waters."

Mr Shorten said the marine parks off Tasmania's coast were all created by the Liberals.

He said the two off the North-West had no restrictions on recreational fishing and the one off the North-East allowed recreational fishing in coastal waters.

"Recreational fishers do not want to see our waters over-fished," Mr Shorten said.

"And that's one aim of marine parks, ensuring we have zones off the Australian coast where fish aren't over-fished."

The Liberals have claimed Labor marine park "lock-ups" would strip fishing rights from families across Australia.

"There is a clear choice at this election: Between a Liberal-National government providing more fishing opportunities for Tasmanians, or Tony Burke and Shorten Labor, who have have promised new marine parks to lock fishers out of the areas they have fished for generations," Assistant Minister for Agriculture and Water Resources Richard Colbeck said on May 4.

Mr Shorten said Labor had a $55.5 million plan to support recreational fishing.

It included $45 million to upgrade boat ramps, pontoons and jetties, with Tasmania's northern half a priority.

Labor would spend $10 million to increase native fish stocks and $400,000 in Tasmania to eliminate carp.

The Liberals have pledged $20 million nationally to upgrade recreational fishing and camping facilities.
