She told hundreds of people at an annual May Day rally in Hobart on Sunday that on average Tasmanian workers earned $200 less than their interstate counterparts.
"Tasmanian workers are fed up with being the low wage state," Ms Munday said.
"Wherever they work they are fed up with seeing their jobs casualised and their penalty rates cut."
Ms Munday said wage theft also was a "massive problem" confronting workers.
"For every work who is underpaid that makes the news, there are hundreds more who don't do anything about being under paid," she said.
"What we hear about is just the tip of the iceberg,"
Tasmanian union members had been campaigning for two years for what Ms Munday said was "a fair pay rise".
"We've spoken to thousands of Tasmanians in the last few months alone," she said.
"Anyone can buy a TV ad but it's Unions Tasmania, with our member unions, who have run the biggest field campaign here since WorkChoices.
"We know from talking directly to workers that their living standards are going backwards and they're hurting."
