For the past three years his parents Shannon and Dean have been continuing the legacy of their "happy little boy" through the Rally for Rhys Foundation.
Next week, a 'Halo Seat' at Punchbowl Reserve will be officially opened - a place where the Hodgetts spent many days with Rhys.
The space is designed to provide families, but in particular grieving siblings, a place to sit and reflect on their loss.
As Mrs Hodgetts explained, the idea was inspired by their eight-year-old daughter Amalie's experience of losing a brother, along with their four-month-old son Elijah.
While Elijah never got to meet Rhys, Mrs Hodgetts said he would grow up knowing all about his older brother.
"When we established Rally for Rhys, this was always what we had in mind," she said.
"To create a place where grieving parents could come, but more so for siblings who are grieving.
"This is all because of Amalie and to show the community that there is support out there, if you are going through this.
"It is very important to our family, but we want it to be for everyone."
The Halo Seat will be officially opened on Saturday, May 11, with a free family event planned featuring live music and food.
It comes almost a year to the day since a fundraising high tea helped raised more than $23,000 for the Rally for Rhys Foundation, in partnership with online support group Bittersweet.
The seat, which will be surrounded by a small garden, has been designed by the family with support from the City of Launceston council.
Mrs Hodgetts said they had been overwhelmed by community support.
"Everyone has just been so generous throughout the whole process," she said.
"It has been a much bigger achievement than we thought it would be.
"I think there were just so many people who wanted to do something to help us, but din't know what.
"This gave it all a meaning and a purpose."
