Tennis Tasmania has made a request to the City of Launceston council for $300,000 to partly fund the project.
It would include a community space and a two-level events operation centre.
A flexible community and member space, changerooms, a kiosk and cafe, a shop, administration centre and consult rooms would be available on the bottom level.
On the top floor would be the function centre with room for between 120 and 150 people. There would be a viewing deck and also participant facilities, such as office space, event operations and shared community spaces, too.
The council is recommended to approve the request.
"There can be no doubt that the proposed ground floor development is required for the Centre as it currently lags far behind both other Regional Tennis Centres in terms of even basic facilities and this needs to be addressed as a matter of priority," the agenda said.
"The only real question is whether the first-floor function space is necessary, and will it compete with similar existing spaces available within Launceston."
Tennis Tasmania's project summary said the Launceston Regional Tennis Centre is currently a leading Australia tennis and events venue.
"However, the inadequate tournament infrastructure means that these events are constantly under threat of being lost to alternative regional centres that have better facilities and high levels of recent investment," it said.
The site is currently leased and maintained by Tennis Tasmania. It is made up of nine hard courts, two synthetic clay courts with flood lighting for night games. There is seating for 330 spectators and about 19,000 participants use the site currently.
The funds would come from the 2019/20 budget.
City of Launceston council will vote on the motion at its meeting on Thursday. It will be held at 1pm at the Town Hall.
