According to the referral under the Environmental Biodiversity and Protection Act, the solar panel array will be installed in a paddock and connected by an underground power line to the centre.
The foundation has told the department public consulation was not required as the works were minor and approvals were being sought through this application process and a heritage application.
The works also does not require approval from the Northern Midlands Council.
"The work is also contained well within the property boundaries (and) will not be immediately visible to the general public," the application said.
"(It) is intended to be screened in the future stages with hedging reinstated on the paddock perimeter as per the original paddock boundaries."
