Shannon James Duffy, 30, appeared in the Hobart Magistrates Court on Monday.
Mr Turner, 22, was found with a gunshot wound by the side of Colebrook Road, two kilometres north of Richmond, in the early hours of April 14.
Mr Duffy and a 22-year-old woman were arrested at a property near Fingal on Friday night.
Mr Duffy was charged with Mr Turner's murder and the woman, Jemma Rumley-Cantrell, was charged with failing to report a killing and being an accessory after the fact of murder.
Mr Duffy was remanded in custody and directed to appear at 10am on July 22 in the Hobart Supreme Court.
Ms Rumley-Cantrell also appeared at the Magistrates Court and was granted bail. She was directed to submit a plea to the charges against her at her next appearance on May 21.
A third person, a 14-year-old girl, was also charged in relation to Mr Turner's death last week with being an accessory after the fact of murder.
The teenager appeared in a closed court session on Thursday afternoon.
