A draft report looking at parking in Launceston and the provision of the first 60 to 90 for free has been presented to councillors.
City of Launceston council general manager Michael Stretton said the report is now being finalised and is expected to be released in the coming weeks.
The plan for the first hour free was put forward by mayor Albert van Zetten during last year's local government election.
Free parking would be offered in the council's multi-storey car parks.
The council currently offers some free parking in its car parks between 3.30pm and 5.30pm.
In December last year, the council introduced a cashless system for its on-street metres and car parks.
The app does not work in the multi-storey car parks because credit card facilities are already available.
