The plaque has John Millwood's name on it after he was a key part of getting the It's About Us sculpture installed.
Councillor Rob Soward moved the motion at the City of Launceston council's meeting on Thursday, and acknowledged it was a very sensitive issue.
Councillor Andrea Dawkins said the issue was very dark.
"I'm deeply ashamed of the whole process, but we have got so far to go to truly acknowledge Aboriginal people in Launceston," she said.
The motion to remove the plaque passed unanimously.
A replacement plaque with "more appropriate wording" will be installed.
It is expected to cost about $1500.
