Police were alerted to a boat in danger at Great Oyster Bay by a nearby resident about 1.30pm.
Three men were fishing when their five-metre fiberglass boat got caught in the surf and flipped.
Two men were thrown from the boat, and a third man from Tunnack was trapped underneath.
Tasmania Police Marine and Rescue Services and Swansea Police broke through the bottom of the boat with a hand tool and pulled the man to safety.
He was treated on the scene after being exposed to gases, and inhaling water. The man was taken to the Royal Hobart Hospital by the Westpac Rescue Helicopter in a stable condition. He has no life-threatening injuries.
The two other men were assessed by Ambulance Tasmania and have no physical injuries.
Career and volunteer Tasmania Fire Service personnel, along with Ambulance Tasmania volunteers, SES and Swansea Surf Life Saving crews also helped with the rescue.
