In a seesawing derby at the NTCA Ground, Yasin Mohammadi put the visitors ahead before Gerrard struck twice after the break to take Rangers to 13 points from a possible 15.
"He's out here on a football holiday and came down from Sydney, had a trial week with us and decided to move down," Fulton said of the Reading rover.
"He had been playing left-back but I didn't want to displace our full-backs so we play him in the no.10 role behind our centre forward. He's just a really composed player there and that's where we'll keep him."
Another English import, Daniel Smith, was on target, along with Alex Bower as Launceston City picked up their first point of the season with a 2-2 draw away at Ulverstone.
Fourth-placed Riverside picked up their third win from five games with a 3-1 defeat of strugglers Burnie.
Will Coert fired them ahead just before the break with Riley Wakeford heading in a Michael Monticchio corner before Will Nichols pulled one back for the visitors.
With the result in the balance, Daniel Shaw came off the bench to add his first senior goal to the four he had notched for the under-18s earlier in the day.
