The developer has acquired land opposite McDonalds and is proposing to demolish a building and use the site for a car yard.
More than 35 cars would be available to be displayed at the site, if the application is approved.
Land at 265 and 267 Wellington Street would be used. The site was occupied by Auto Addiction, which is no longer operating from the site.
"The proposed use is merely an extension to the existing use at 271 and 273 Wellington Street and would be providing additional car display areas in association with this use," the development application said.
"The employee numbers would not increase as a result of the proposed display car parking area."
No new fencing is proposed as part of the application.
The application is open for comment until April 24.
JMC has also officially lodged a development application to build a Kia and Volkswagen dealership next to Bunnings on Goderich Street at Invermay.
The proposed use is merely an extension to the existing use at 271 and 273 Wellington Street.
