The move comes from a notice of motion from Councillor Tanya King, which will be discussed at Tuesday's meeting. Cr King has been asking questions in the lead up to the motion for the past two months.
"I am calling on the state government to protect the assets of all landowners by managing the fuel load that has built up with the lack of management of the TWWHA," she said.
"In addition to providing the facility to better manage the land by way of fuel reduction, when a fire event occurs, and what happens also requires review."
The existing rules on who is responsible for a fire, and its consequent management is defined by the area affected, Cr King said.
"This hinders the effectiveness of firefighting efforts, impacting on coordination, motivation and prioritisation," she said.

More than 35 per cent of the Meander Valley is located within the TWWHA.
"The length of the boundary between the TWWHA and private land and forestry assets within Meander Valley is more than 95 kilometres," Cr King said.
The state government released the terms of reference for the independent review into the 2018-19 bushfires on March 30. The review will consider the cause and the response, the effectiveness of community warnings and messages, and the timeliness of the response.
The impact and effectiveness of the fuel management programs in the affected areas will also be examined, along with the effectiveness of state, regional and local command and the arrangements in place for requesting interstate and international assistance.
Meander Valley Council's submission to the government will focus on the impact and the effectiveness of fuel management programs. The meeting will happen at 4pm on Tuesday.
Submissions are due to the state government by May 3.
