A two-time TSL premiership player, Mansell is among three inclusions for the clash alongside Joel Hennessey and Riley Ashlin with trio Ryan Banks-Smith, Josh Clifford and Cohen Stephenson making way.
Lining up against the Northern Territory Thunder Academy at the Holden Centre, home to AFL's Collingwood Football Club, the Devils look to pick up a historic win after a tight 14-point loss to Sydney Swans Academy last weekend.
AFL Tasmania football manager Craig Notman spoke highly of Mansell ahead of his Devils debut.
"Mansell is a North Launnie boy who we feel can bring the side a bit of speed, some forward pressure and also go through the midfield," Notman said.
All three inclusions - Mansell, Hennessey and Ashlin - have been brought in for similar reasons as the Devils look to combat Northern Territory's pace.
"They are a really, really quick group that like to move the ball quickly and they play an exciting brand of footy.
"What we have to do is be very hard at the contest and take their strengths away from them. We've got to hit them hard, stop their run and put scoreboard pressure on them."
A scoreless first quarter proved to be the difference against the Swans but Notman says having a game under the Devils' belt, the team will be in a much better position heading into Sunday against the Thunder.
Launceston's Joseph Chaplin impressed in the first game, taking solid marks around the ground and dominating the ruck.
