On a day when titles were shared around at Launceston Aquatic Centre, neighbouring George Town school Port Dalrymple won the senior shield and Brooks claimed the juniors at the division 3 carnival.
But coming second in both was enough for Star of the Sea to claim the aggregate shield by just 27 points and secure promotion for 2020.
NHSSA executive officer Andrew McCarthy reported an action-packed day but said no records were broken.
The division 2 carnival will be held on Thursday and division 1 on Friday.
