At the Northern Midlands Council meeting on Monday, the council will vote on allowing the development to continue to the next phase.
The next phase is the start of a long-term process to change the Tasmanian Land Use strategy.
More indirect jobs would also be created.
"When the indirect and induced jobs are taken into account total jobs generated would average 93 per year," the council's agenda said.
The operations phase covers the site until 2037.
From 2020 until 2034, 50 houses per year would be constructed. The 100-room hotel would start construction in 2021 and be completed the following year.
In 2022, the agribusiness and demonstration farm would be started and completed, along with the gardens and amphitheatre which would be completed by 2024. In 2023, the childcare centre and the sustainability centre would be completed. The wellness centre and the artisan village would be finished by 2024.
For the four years following the retirement villas would be built and complete by 2029.
The eco resort would be started and finished in 2026. The aged care facility would start construction in 2027 until completion in 2028. Lastly, the dementia facility would be started and finished in 2029.
"The total regional jobs - direct and indirect and induced - increase from 12.6 in 2021 to 366.5 in 2037."
When fully complete, after 2030, the site would have 133 management positions and operation jobs in hospitality, care professions, education and training, agribusiness and land care, the agenda said.
The proposal is being put forward by Sydney-based developers Traders in Purple. They have been operating for 30 years and have completed 100 per cent of their 65 projects.
In 2018, the sale of two lots of adjoining land was finalised by the developers.
Traders in Purple have also secured at project in the state's South and have purchased part of the former Australian Maritime College at Beauty Point.
Monday's council meeting will be the first time the Ridgeside Lane project has been discussed by the council.
