The council's creative arts and cultural services director Tracy Puklowski distributed the media release on Wednesday, March 13.
The release was about her husband's "new venture" in the city. The council was unaware the email had been distributed.
Mr Stretton said the incident came to his attention late on Thursday afternoon.
"Council resources should not be used to promote private businesses, and the issuing of a business-related media release on a council letterhead conflicts with the council’s communications approval procedures," he said.
"It was inappropriate to use the QVMAG's letterhead for this correspondence and the responsible employee has acknowledged and apologised for the mistake. The matter will be addressed internally."
Puklowski started at the council in October 2018. She had previously served as the director of the National Army Museum of New Zealand.
