Millwood, who was also a medical scientist, was convicted of molesting a young boy between 1983 and 1989 and received a four-year jail term for the abuse.
The court heard in 2016 he fondled the victim’s penis and testicles on five separate occasions.
On one occasion, Millwood wanted to show the boy how to get an erection.
He would have served two years and three months of his term when released.
Millwood was due to appear before the Parole Board in November but the hearing was adjourned.
He appeared again on March 8 and the board set a release date.
Victim spokeswoman Dayna Dennison said the board took into consideration wishes for there to be a geographical exclusion zone around Launceston and a no-contact clause until 2020.
He will also have ongoing travel restrictions placed upon him.
Ms Dennison said the victim and families were hesitant about how their requests would be met.
"The fact they have been granted as part of the parole requirements sends a very strong and loud message to victims that the parole procedure has their best interests at heart," she said.
"Although they would prefer that John Millwood stayed behind bars for as long as possible.
"No amount of jail time is ever going to bring back what they've lost."
Ms Dennison acknowledged sympathy for John Millwood's family.
"These paedophiles don't only groom their victims but the community that surrounds them and that includes their own families," she said.
"It must be very devastating for them to feel trapped within their own minds about how they feel and come to terms with the damage.
"A paedophile causes damage to their victims but also their own families."
