Mr Tucker will fill the vacancy left by Rene Hidding who resigned last month after 23 years in state politics.
Mr Tucker finished last on the Liberals ticket in last year's election with 3404 primary votes behind sitting members Guy Barnett, Mark Shelton and Mr Hidding.
Jane Howlett finished above Mr Tucker, but was last year elected to the Legislative Council to serve in Prosser.
Mr Tucker won 9954 votes after the redistribution of Mr Hidding's votes - or 88.5 per cent of all votes.
Twelve people contested in the recount including representatives from the Labor and Greens parties, the Jacqui Lambie Network, and two independents.
One of the contenders was Gary Whisson who has since been endorsed by the Greens to run in the seat of Lyons in the upcoming federal election.
More than 12,000 election ballots were involved in the count.
Parliament was due to return on Tuesday, but was delayed to allow for the recount.
It will now resume on March 19.
