The Bathurst Street Dental Clinic application has been lodged to allow the business to install signage, with details of the internal fit-out also released.
Eight surgery rooms, offices, an x-ray room, and sterilisation rooms are proposed.
A new entry will be built on Bathurst Street, and the Canning Street entry will be removed.
New timber-framed double glass doors, and new planter boxes, will be installed on the Bathurst Street entry.
Bathurst Street Dental Clinic will be open six days a week. It will operate from 8am until 9pm Monday to Friday and from 8am to 4pm on Saturday.
Most of the patients are expected to stay more than 30 minutes, with the surgery also proposing to carry out some emergency treatments.
The application has been lodged by Commercial Project Delivery on behalf of Canning Dental.
"The redevelopment utilises the existing building structure with some minor internal demolition proposed," it said.
"The ground floor will contain two entrances to the building being directly off Bathurst Street and via a new access from the car park along the northern facade."
A number of internal roofs will be installed to create single-storey spaces over the surgeries, admin areas and laboratory. The sterilisation and reception and waiting areas will have double-height ceilings.
The building's second level will include a training room, with the application also seeking approval for an office. However, there is no lessee for the office site yet.
A total of 12 staff will be onsite, including seven dental practitioners, three clinical assistants and two reception staff.
More than 13 car spaces will be available, with only two reserved for staff.
"The proposal to redevelop the existing building on site for use as a dental surgery with two office tenancies is an excellent example of adaptive reuse of buildings in Launceston," the application said.
"The level of signage proposed will add visual interest to the building."
The application is open for comment until March 25.
