On a day where Victoria powered to 7-376 in a dominant first day display at St Kilda, Freeman took the wicket of Test opener Marcus Harris to finish with 1-69 off 10.
Harris made it to 94 before mistiming a lofted drive which was caught by Jake Doran at long on.
Freeman's first and only other Shield wicket was the since-retired Ed Cowan, another former Test opener.
The 18-year-old spinner was one of three inclusions in the Tigers side, with quicks Gabe Bell and Sam Rainbird also recalled for the outgoing Tim Paine, Alex Pyecroft and Tom Rogers.
Bell, also from George Town, finished the day with 1-67 off 19 overs and picked up the wicket of top-scorer Nic Maddinson (136).
The Tigers sit fifth on the Shield ladder with four rounds to play.
