The area under works spans from Freshwater Point Road to the Legana Recreation Ground.
The developments are part of the Legana Structure Plan to strategise growth in the area over 20 years.
Other sections of the plan include revitalising the town centre, recreational facilities and land developing for residential use.
Traffic lights will be installed at the Freshwater Point Road and Brigalow Street intersection.
They will not be activated until the other works such as street line markings are completed.
The traffic lights are being installed due to the anticipated increase traffic throughout the township.
Construction on Legana Grove will continue with progress on new plaza areas underway.
