Traders in Purple will put the request to the council to allow it to move ahead with its plans for a 242-hectare development near Evandale within the next few weeks.
Chief executive Brett Robinson said if the application was successful, the company will immediately begin a rezoning application and start the early phases of numerous planning applications for phase one of the Ridgeside Lane development.
"Overall, if each stage of the approval process is successful, building should commence in mid to late 2020," he said.
Ridgeside Lane will be a staged project over 15-20 years. The plan was announced in 2018, with "extensive" community consultation then undertaken by the developers.
The master plan for the 600-lot land development was released in November. The land spans from Logan Road to White Hills.
Three different accommodation options are proposed including a hotel, a health and well-being retreat and an eco resort.
