Speaking at a press conference in Hobart, Mr Hodgman said Mr Brooks first discussed the possibility of quitting parliament with him late last week before submitting his resignation on Monday morning.
“It’s true to say that Adam’s career like everyone else’s has never been perfect and he’s made mistakes.
“He’s acknowledged that and he’s been very public in apologising and he’s made some decisions and done things that haven’t always sat well with me and his government colleagues.
“Most notably I refer of course to matters investigated by the integrity commission. But Adam has also paid a significant price for these political errors, those errors of judgement that he’s acknowledged, apologised for.
“It cost him the ministry and he was of course subject to a lengthy inquiry process, all of which has its personal toll.”
Mr Hodgman said Mr Brooks had made the decision to resign at a time of his choosing.
The premier paid tribute to the Braddon Liberal MHA and wished him the best for the future.
“There’s no doubt that I think he’ll be remembered fondly by the people of the North-West Coast.
“This will be a significant loss to our team. Whoever is successful at taking his seat will have very big shoes to fill but will continue that same thing of giving representation for Braddon.”
