Mills has been a regular on Neighbours as well as a finalist for Australian Idol.
Rix has had a plethora of leading roles in her career, including playing the Wicked Witch in The Wizard of Oz and Wicked the Musical.
Festival manager Jane Forrest said securing duo for the event was beyond thrilling.
“Australian musical theatre fans have waited a very long time to have their own festival and now it is happening with two of our most amazing performers to headline the acts,” she said.
“Stars will be born at this wonderful, welcoming event.”
The festival will be from 23-26 May in Launceston.
