The recent NPL club informed Football Federation Tasmania prior to the statewide competition’s qualifying round draw on Thursday.
Rangers were concerned with protecting their young players from injury and fatigue to focus on winning the Northern Championship.
Just late last year the club pulled out of the 2019 NPL Tasmania competition over an extended 27-round season and ground availability.
Launceston United and North Launceston Eagles are confirmed starters in the cup qualifiers to join Launceston City and Riverside Olympic in the main draw.
Southern championship side Metro will host United while Taroona will travel north to meet the Eagles.
The opening matches will be played on Monday, March 11 for a place in the final 16.
The Lakoseljac Cup that first started in 1963 acts as qualification for the FFA Cup that includes A-League sides.
