The recount was required following the death of former councillor and mayor Michael Kent on December 6, 2018.
Seven eligible candidates nominated to contest for the recount, which was completed on January 14.
After recounting the votes, the Tasmanian Electoral Commission confirmed newcomer Keith R Pyke to be elected to the Glamorgan Spring Bay Council.
Also nominating for the position was Kenneth Gregson, John Heck, Tony McLeod, Petra Parker, Grant Robinson, and Adrian Sullivan.
Mr Kent was mayor from 2014 to 2018, and was re-elected as councillor in the October local government elections.
He was also a well-known businessman throughout the state, and was head of Purity and later Woolworths in Tasmania.
