A 26-year-old Mowbray man has been arrested and is helping police with their inquiries.
Detective Inspector Gary Williams said police are still searching for the second man.
“Police continue to follow a particular line of inquiry,” he said.
A 33-year-old Invermay man was shot in the face outside his Herbert Street unit about 10.20pm.
He was taken to the Royal Hobart Hospital where he underwent surgery to his left eye and temple area.

The man has been released from hospital, but police said he will require ongoing treatment.
All three men are believed to be known to each other.
Anyone who saw two men wearing baseball caps heading towards Invermay Road or near Herbert Street between 9.40pm and 10.20pm are asked to call police on 131 444.
Both men are described as being in their 20s and from 175cm to 180cm tall, with one wearing shorts and the other wearing long pants.
Police are also calling on businesses in the area to provide them with any relevant CCTV footage.
